Local Dialing Parity provides all CLECs with the ability to have nondiscriminatory Access to Telephone Numbers, Operator Services, Directory Assistance (DA) and directory listings, with no unreasonable dialing delays. You may elect to route all of your end-user' calls in the same manner that Qwest routes its end-user' calls, for a given call type (e.g., 0, 0+, 1+, 411). You may also elect to custom route your end-user's calls differently from how Qwest routes its end-user's calls. Qwest provides Local Dialing Parity through the terms and conditions of Commission-approved Interconnection Agreement. If terms and conditions for Local Dialing Parity are included in the CLEC's Interconnection Agreement, and those terms differ from those set forth in this Product Catalog, then the terms of the Interconnection Agreement will prevail.
Your end-users' calls are treated the same as Qwest end-user calls because Qwest's switches do not distinguish among calls. There are no differences in the number of digits Qwest or your end-users must dial to complete a local call to any other local end-user or to access Operator Services or DA. Qwest does not impose any requirements or technical constraints that require end-users to dial any access codes or greater number of digits than Qwest end-users dial.
An end-user of a Competitive Local Exchange Carrier (CLEC) that resells Qwest's local exchange services, or uses unbundled switching, will access Qwest DA by dialing the same number (e.g., "411") that a retail end-user of Qwest dials. And, accesses Qwest's operator services by dialing the same number that a retail end- user of Qwest dials, specifically "0" or "0+" a telephone number. The end-user of a facilities-based CLEC dials a number selected by the CLEC to access Qwest's DA or Operator Services.
Qwest has implemented intraLATA toll dialing parity (1+ equal access dialing) for intraLATA calls in accordance with the implementation plans approved by the state Commissions. View Qwest's Dialing Plans for more information.
