Description
Competitive Local Exchange Carrier (CLEC)-to-CLEC Connections allow
CLECs to connect with each other within a Qwest premises for the
purpose of mutually exchanging traffic.
CLEC-to-CLEC Connections may be used to connect Collocation spaces
of two different parties within the same Qwest premises and may
also be used to connect multiple forms of a CLEC's Collocations
within the same Qwest premises (e.g., Physical to Physical, Physical
to Virtual, Virtual to Virtual, or non-contiguous cageless bays).
There are two forms of CLEC-to-CLEC Connections:
- Direct CLEC-to-CLEC Connection is a path engineered by Qwest
between two Collocation spaces, however the CLEC(s) will be responsible
for placing and connecting the cable.
- CLEC-to-CLEC Cross-Connect is a cross connection, between two
Collocation spaces, made on an Interconnection Distribution Frame
(ICDF) utilizing the terminations of the two Collocation spaces.
The CLEC-to-CLEC Cross-Connect is typically engineered and connected
by Qwest. CLEC may choose to install the Cross-Connect themselves,
or request that Qwest install the cross connect if the Collocations
terminations reside on the same ICDF. If the Collocation terminations
being connected are on different ICDFs, then Qwest must perform
the cross connect. Qwest will also engineer regeneration
into the Cross Connect if it is needed to meet standards.

Terms and Conditions
Terms and conditions for CLEC-to-CLEC Connections are included
in your Interconnection Agreement; if those terms differ from those
set forth in this document for the relevant state, then the terms
of the Interconnections Agreement may prevail.
You are responsible for obtaining and submitting a Letter of Authorization
(LOA) from each of the connecting CLECs to rfsmet@qwest.com.
Terms and Conditions specific to Direct CLEC-to-CLEC Connection:
- Direct CLEC-to-CLEC Connections are limited to transmission
cable only, and no power cable may be run over the Qwest engineered
route. You are responsible for:
- Ordering and delivering the equipment cable to the Qwest
premises.
- Contracting with a vendor, or using your own appropriately
trained installers, to have all cabling provided and installed
on racking as identified by Qwest.
- Supplying cable terminations to Qwest (cable pair count)
for all Virtual Collocations.
- Issuing, understanding and complying with the Qwest premises
required Method of Procedure (MOP) and Technical
Publications.
- Installation of all termination blocks and any other associated
equipment within each Physical Collocation space.
- Installation and maintenance of any regeneration equipment
required in your Collocation site.
- Tagging both ends of the connection.
If the cable terminates in one or more Virtual Collocation spaces,
the CLEC originating the request must specify on the Application
form if Qwest or an approved vendor will be responsible for terminating
the cable in the Virtual Collocation space.
- To order this product, one of the two Virtual Collocation sites
must already be completed with a final Alternate Point of termination
(APOT) provided.
- If you select an approved vendor, you must submit a Vendor LOA
form with your Application form.
Terms and Conditions specific to CLEC-to-CLEC Cross Connection:
- The tie cables to the common ICDF frame must be ordered through
the existing Collocation Application form and must be pre-provisioned
prior to your submission of an Access Service Request (ASR).
- This product is for Collocation element to Collocation element
combination only, and not for individual Unbundled Network Element
(UNE) combinations.
- CLEC-to-CLEC Cross-Connections are ordered separately from a
Collocation Application, utilizing the ASR process (CLEC-to-CLEC
Cross Connections at ICDF). Additional information regarding Ordering

Ordering
Ordering Direct CLEC-to-CLEC Connection
- To request a Direct CLEC-to-CLEC Connection in conjunction with
the construction of the Collocation space, you must indicate this
on the original Collocation Application form.
- Requests for additional Direct CLEC-to-CLEC Connections require
an augment order to Qwest to verify the route for additional connections
between the two Collocations.

On your application form you must include the following:
- The type of connection required:
- Two party
- One party with multiple forms of Collocation
- Non-contiguous bay connectivity
- The size and type of cable used with the connection must
also be indicated (e.g. Digital Signal Level 0 (DS0), Level
1 (DS1), Level 3 (DS3) or fiber).
