This Network Disclosure News announces U S WEST's intent to
comply with Second Further Notice of Proposed Rulemaking, CC Docket
92-237, FCC 97-386, released 10/22/97 and end the permissive dialing
period for 5 digit CAC's. U S WEST Communications will
begin rejecting the 5 digit CAC and forward the call to an announcement
beginning June 30, 1998. It is estimated that the office conversion
will phase in over a two month period with full implementation of
rejecting the 5 digit CAC's by August 30,1998. The original disclosure
is reiterated here to eliminate confusion and give provide background
information.

Summary:

The North American Numbering Plan Administrator (NANPA) has announced
the pending exhaust of Carrier Identification Codes (CIC's) utilized
with Feature Group B and Feature Group D switch access. Expansion of
CIC's Will take place in two phases. The first phase eliminated the
joint administration of FGB and FGD assignments and expanded the FGB
CIC's from 3 digits to 4 digits. This phase occurred 1Q93. The second
phase expands the FGD CIC's from 3 digits to 4 digits and is targeted
for 1Q95.
During the first phase, the format for FGB CIC was expanded from
950-WXXX (where W = 0 or 1 and X = any number 0 through 9) to the new
format of 950-XXXX . During this period the FGD format remained 10XXX.
Various switching systems had to be updated with the appropriate
software to accommodate this change. The second phase will expand the
FGD CIC format from 10XXX to 101XXXX where the X's represent the CIC and
the complete format is called the Carrier Access Code (CAC). All equal
access switching systems must be equipped to distinguish between a
5-digit 10XXX and a 7-digit 101XXXX format prior to the NANPA assignment
of the first 4 - digit FGD CIC, 1Q95
A permissive dialing period will be allowed. However, a fully converted
end office must be prepared to receive either a 5-digit or 7-digit CAC
from an originating line during the permissible dialing period and then
be capable of rejecting a 5-digit CAC and forwarding the call to an
announcement when the permissive dialing period ends. The current
format is capable of accommodating 1000 3-digit assignments. Once full
expansion is achieved, 10,000 assignable CIC's will be available.
Users of customer premises equipment, i.e., auto dialers, PBX's, etc.,
should ensure that their systems are reprogrammed to adhere to the
expanded CIC dialing format.

Four digit CIC's and 7 digit CAC's are available in all U S
WEST Communications central offices. The permissive dialing
period will end June 30, 1998.
