Product Description

Qwest's retail telecommunications service, Centrex PrimeĀ®, is available for resale by Competitive Local Exchange Carriers (CLECs) to their end-users. Additional information about resale of Qwest's retail services can be found in Resale - General.

Centrex Prime is a switched business communications service furnishing connections between a central office based switching system and the network interface which serves end-user terminals. It is a multi-media platform which delivers integrated voice, video, image, and data services over the network.

Centrex Prime includes analog (basic) or digital (Integrated Services Digital Network (ISDN)) station lines that may be provided utilizing various technological designs. It provides enhanced features and functionality and is considered the latest in the evolution of the Centrex product family. A group of station lines are translated for an individual end-user group and are provided with common access to a predetermined group of features. It may be better suited for services with 50 lines or more. The standard set of features provided varies depending on whether the station lines are analog or digitial and on the available central office technology. Internet Protocol (IP) Centrex Station Lines are a Station Line option available with Centrex Prime. The following types of IP Station Lines are available: IP Basic, IP ISDN Basic Rate Service (BRS), IP Electronic Business Set Lines (EBS) (DMS 100 switch only). IP Centrex allows your end-user utilization of IP enabled Customer Premises Equipment (CPE) with traditional Centrex Prime station and system features. IP Station Lines utilize all Centrex features and functions of existing Qwest class five switches combined with IP enabling technology and broadband transport interfacing with an end-user data network. Allowing Basic, ISDN BRS and Electronic Business Set (DMS 100 switch only) features to be offered utilizing IP endpoints and telephone sets.

Availability

Centrex Prime service is available where facilities exist on an intra-Local Access and Transport Area (LATA) basis throughout Qwest's 14-state local service territory.

IP Centrex is only available where facilities exist. Qwest will only consider equipping a central office when a CLEC will subscribe to a minimum of 1,000 IP Centrex Lines per single location. Once a central office is equipped, a CLEC must purchase and maintain a minimum of 50 IP Centrex Station Lines.

Terms and Conditions

Centrex Prime services may vary from state to state. For all packages, plans and features, view the Tariffs/Catalogs/Price Lists.

IP Centrex Station Lines will require the utilization of broadband transport for the delivery of service to an end-user location. Broadband transport will typically be Digital Service Level 1 (DS1), Digital Service Level 3 (DS3) or Optical Carrier Level 3 (OC3) private line facilities. Transport can either be included in the IP Centrex station rate or purchased separately. Other broadband services (i.e. Frame Relay, Asynchronous Transfer Mode (ATM), Qwest Metropolitan Optical Ethernet (QMOE) etc.) may be utilized, however, they must be separately purchased and provisioned.

IP Centrex Station Lines require a data network that meets certain performance specifications. It is the CLECs sole responsibility to ensure that their data network is fully prepared for the convergence of voice and data services, and the resulting converged network continues to meet performance specifications when utilizing IP Centrex. Premise data network components and IP Centrex CPE must be compatible with Qwest's provision of service. It is the CLECs responsibility to fully understand how changes in the converged network will affect voice quality and reliability. The addition of new data applications, increases and movement of end-user personel, and equipment failures can all have an impact on IP Service utilizing a converged network. If service fails due to CLEC components of the converged network, the responsibility for failure will be solely that of the CLEC and Qwest will have no liability.

It is your responsibility to provide Qwest with accurate end-user location information for state regulated emergency reasons. Information regarding the 911/Enhanced 911 (E911) is located in Access to Emergency Services (911/E911).

Using the IP alternative may result in 911/E911 calls being incorrectly routed since equipment can be moved from one location to another on the same data network. It is the responsibility of the CLEC to ensure address records are correct at all times. Without appropriate updates to the customer service record, IP enabled equipment which is moved to another address on the same network would result in calls to 911/E911 being routed to the last known address on the customer record. Qwest is not responsible for incorrect routing and expressly disclaims all liability relating to incorrect routing.

Rate Structure

Centrex Prime is billed on a month-to-month basis or on a fixed Contract Service Arrangement (CSA).

Qwest retail rates, rate elements and how they apply to Centrex Prime is located in the state specific Tariffs/Catalogs/Price Lists.

IP Centrex Station Lines and an initial Service Establishment charge will be priced on an Individual Case Based (ICB) per location. The CLEC must subscribe to a minimum of 50 station lines per location. Qwest will bill for a minimum of 50 stations regardless of the subscription level. All applicable surcharges and taxes will be applied to IP Centrex Station Lines as traditional Centrex Prime Station Lines. A one time Service Establishment charge will apply to each new location equipped for IP Centrex service.

Electronic Business Set (EBS)/Meridian Business Set (MBS) Service permits the use of special electronic station sets in conjunction with Centrex Prime out of DMS-100 switches. This service utilizes a unique line card to provide communications control for the electronic station set. EBS service has a variety of features available to be programmed on the station set.

Implementation

Product Prerequisites

If you are a new CLEC and are ready to do business with Qwest, view Getting Started as a Facility-Based CLEC or Getting Started for Resellers. Pre-Ordering

To request new service contact your Qwest Sales Manager who will assist you in identifying functionality requirements and request to have a common block built in the switch where you want to provide service. A common block is a dedicated space in the CO that is provisioned to contain specified features. Before ordering any optional, standard or system features, you must verify if the feature is built into the common block. Features that are not built into the common block may be requested through your Qwest Service Manager.

IP Centrex Station Line service is priced on an ICB. To request new service, contact your Qwest Sales Manager.

Existing service requests should be placed using Interconnect Mediated Access (IMA) Extensible Markup Language (XML), , Graphical User Interface (GUI), or faxed to (888) 796-9089.

Centrex Prime service requests are submitted using the following Local Service Ordering Guidelines (LSOG) forms:

  • Local Service Request (LSR)
  • End User (EU)
  • Centrex Resale Service (CRS)
  • Directory Listing (DL), if applicable

USOCs and FIDs are described in the Universal Service Order Codes (USOCs) and Field IDentifiers (FIDs) Overview.

A Line Class Code (LCC) identifies the originating and terminating calling restrictions, or combinations of calling restrictions for a line and is stored in the common block memory of the program controlled switch. The LCC must be entered in the FEATURE DETAIL field on the CRS. 

For additional information on Centrex LCCs, refer to the Centrex Line Class Code (LCC) Job Aid.  The tables in this job aid are provided for informational purposes only and are a sampling of the most commonly used LCCs for each of the Centrex products.  The appearance of an LCC in one of the tables does not mean that it is available to be assigned to your Centrex accounts.  If you have any questions regarding the availability of a particular LCC, please contact your Qwest Service Manager.

Requests for multiple lines may be made on the same request, provided the request is on the same Customer Service Records (CSR), for the same customer, at the same location, and for the same due date.
