Note on Product Replacement

Qwest Platform Plus™ (QPP™) has been replaced by an enhanced product set called Qwest Local Services Platform™ (QLSP™). QLSP provides access through 2010 to services functionally and operationally equivalent to QPP while allowing you the opportunity to achieve competitive annual discount pricing for volume retention or growth. Please see QLSP General Information and Commercial Agreements to review the product and the commercial agreement template.

The QPP information provided in this Product Catalog is applicable only to customers that have current QPP Master Services or Commercial Agreements. The Term of all Agreements ends on July 31, 2008.

Product Description

Qwest Platform Plus™ (QPP™) products are commercially negotiated wholesale services provided to end-users on behalf of Competitive Local Exchange Carriers (CLECs). Functionally equivalent to comparable Qwest retail services, QPP products were the replacements for certain Unbundled Network Elements-Platform (UNE-P) products which are no longer available pursuant to the U. S. Court of Appeals for the D. C. Circuit decision ('USTA II') which vacated some of the Federal Communication Commission's (FCC's) unbundling rules. QPP Business and QPP Residential products provide Plain Old Telephone Service (POTS) to your end-users that is functionally equivalent to Qwest's retail business and residential One Measured Rate Business/One Measured Rate Residential (1MR/1MB) services. QPP Business and QPP Residential products are finished services requiring neither CLEC collocation nor other CLEC network involvement, and are combinations of the following network elements:

  • A 2-Wire Analog (Voice Grade) Unbundled Local Loop
  • An Analog Line Side Port, including Local Switch Usage and any optional switch features
  • Shared Transport

Availability

QPP services are available where facilities exist throughout Qwest's 14-state local service territory.

Terms and Conditions

Line Splitting is available with QPP Business and QPP Residential products. Information is available in Line Splitting.

Dual Service allows an end-user that is moving within the same wire center to maintain the same telephone number for up to 30 days at both the new address and the old address. Dual Service is available where facilities permit with QPP Business and QPP Residential products.

Design and special circuit arrangements, e.g. Foreign Exchange (FX), Market Expansion Line (MEL), High Voltage Protection, etc. are not available with QPP Business and QPP Residential products.

QPP™ Residential may only be ordered for and provisioned to residential end-users. The definition of residential service shall be the same as in Qwest's retail tariffs as applied to Qwest's End-user Customers. Tariffs, regulations and policies are located in the state specific Tariffs/Catalogs/Price Lists.

Pricing

Rate Structure

Monthly Recurring Charges (MRCs) for QPP Business and QPP Residential products are the sum of the monthly recurring rates of the following elements:

  • A 2-Wire Analog (Voice Grade) UBL, provided in the Rate Sheet or Exhibit A of the applicable ICAs in effect between Qwest and CLEC,
  • The Local Switching Network Element Analog Line Side Port (including the flat switch port MRC plus Local Switching Minutes Of Use (MOU), provided in the QPP Rate Sheet,
  • Switch Features provided in the QPP Rate Sheet,
  • Shared Transport MOU provided in the QPP Rate Sheet, and
  • Any additional MRCs for other value added services, such as OS/DA, Qwest VMS, AIN, etc., provided in either your ICA and/or QPP Rate Sheets.

QPP POTS lines identified as a serving residential end-user customer will receive, on a monthly basis, the 'Residential end-user credit' provided in the QPP Rate Sheet. Lines not specifically identified as serving a residential end-user customer (by the presence of the LAWUR USOC) will not receive the credit.

NonRecurring Charges (NRCs) for QPP Installation, Disconnection (in some states), Conversion, and Feature activity are provided in the QPP Rate Sheet.

QPP Residential and QPP Business products include either one residential or one business directory listing (dependent on end user application and the product requested) for each main telephone number, at no charge. Premium and privacy listings are also available with QPP services. Regardless of residential or business directory appearance, all premium and privacy listings (with the exception of residential additional listings, i.e., USOC RLT) are categorized as business for rating purposes. Rates

MRCs and NRCs are available in the QPP Rate Sheet of your Master Services Agreement (MSA) and/or the Rate Sheet or Exhibit A of the applicable ICA.

Tariffs, Regulations, and Policies

Tariffs, regulations and policies are located in the state specific Tariffs/Catalogs/Price Lists.

Data portions of accounts, e.g. high speed Internet service, must be disconnected when the QPP Business or QPP Residential account is disconnected.

    Product Prerequisites

    QPP products are available through July 31, 2008 only to CLECs with current QPP Master Services or Commercial Agreements. QPP's enhanced replacement product, QLSP, is available for review and contract execution as follows:

    Ordering

    General ordering activities are described in the Ordering Overview.

    It is important to review and understand the ordering procedures described in Qwest Platform Plus (QPP) - General Information.

    QPP Business and QPP Residential products may be ordered as a new combination or converted from existing Qwest resale, retail, UNE-P, or QPP residential or business services. It is also possible to convert existing Centrex services to QPP Business or QPP Residential service (depending on end-user application). When you convert existing Centrex Plus or Centron® service(s) to QPP Business or QPP Residential, the appropriate QPP Conversion NRC will apply. When you convert existing Centrex 21 service to QPP Business, the QPP Business Conversion NRC will apply.

    QPP Business or QPP Residential requests should be placed using the Interconnection Mediated Access (IMA) Extensible Markup Language (XML), IMA Graphical User Interface (GUI), or faxed to (888) 796-9089.

    QPP Business or QPP Residential service requests are submitted using the following Local Service Order Guidelines (LSOG) forms:

    • Local Service Request (LSR)
    • End-user (EU)
    • Port Service (PS)
    • Directory Listing (DL), if applicable

    Field entry requirements are described in the LSOG.

    When converting an existing account with Qwest Commercial High Speed Internet (HSI) Service to QPP Business or QPP Residential, follow the order requirements in Qwest Commercial High Speed Internet Service.

    Requests for multiple conversions to QPP Business or QPP Residential may be made on the same service request, provided the request is based on the same Qwest CSR, for the same end-user, at the same location, and for the same due date.

    QPP products will be assigned a business listing unless you specify that a residential listing is necessary. Accordingly, when you submit an LSR for installation of or conversion to QPP Residential service, you must populate the Type of Service (TOS) field on the LSR form to indicate a residential account, ex., 2AM or 2BM, for listings appearance purposes. The following USOCs identify QPP Business and QPP Residential lines:

    • UHR is the class of service
    • U5R is the main line
    • U5RAX is the additional line, per additional line

    Identification of QPP Residential end-users

    QPP Residential lines will be identified by the presence of the USOC LAWUR in the Service & Equipment (S&E) section of the CSR. Any QPP POTS lines without the presence of LAWUR will be classified as QPP Business. Whether submitting an LSR for new QPP Residential installation or conversion to QPP Residential from existing Qwest Retail, Resale, UNE-P, or QPP services, you must include LAWUR in the FEATURE field of the Port Service form on the LSR to receive the QPP "residential end-user credit'.

    When you submit an LSR to identify an existing UNE-P POTS account serving a residential end-user to QPP Residential service the following field entries are required:

    Provisioning and Installation

    General Provisioning and Installation activities are described in the Provisioning and Installation Overview.

    Some products or features require the addition of a Line Class Code (LCC) to provision the service in the Qwest switch. When a LCC is required, the CLEC is not responsible for providing it on the LSR; Qwest adds it to the service order.

    In some cases, several products associated with a single line may each require a LCC. Only one LCC may be used on a line. Therefore, in these situations, Qwest will assign a single LCC that provides the function for multiple products. There are also times when one LCC may be translated into another LCC to accommodate various switch types and/or Multi-line Hunting requirements.

    Qwest enters the LCC on the service order following each line USOC to be equipped with the product or feature, as in the following example:

    • U5R/PIC xxxx/LCC TMM
    • RTY

    For information on the LCCs used in provisioning QPP Business and QPP Residential lines refer to the LCC Job Aid . The LCC Job Aid is provided as an informational tool and should not be used by the CLEC when submitting an LSR.

    • This introductory web-based training course is designed to teach the Local CLEC and Local Reseller how to do business with Qwest.     Frequently Asked Questions (FAQs)

    1. Is QPP usage sensitive?
    Shared Transport MOU and Local Switching MOU are applicable on originating local calls.

    2. May I convert existing Qwest business lines to QPP?
    You may order new QPP Business lines or convert existing retail and/or resale business (1FB/1MB) lines to QPP Business.

    3. How do I submit local service requests?
    QPP orders may be placed using the IMA GUI, the IMA XML or by submitting the completed LSOG forms to Qwest via facsimile at (888) 796-9089.

    4. Is the Toll Restriction USOC RTVXF convertible?
    Yes. The Toll Restriction USOC (RTVXF) has been grandparented, but when appears on an existing resale or retail service that you are converting to QPP, the USOC and feature may be maintained on the new service. For new orders you will use the USOCs in the Long Distance Restriction feature PCAT.
