Description Of Change
Per FCC Order 07-188, LNP simple port validation is to be based on no more than four specific fields: (1) 10-digit telephone number; (2) customer account number; (3) 5-digit zip code; and (4) pass code (if applicable). Affected entities are ordered to comply with this change 90 days from 11/8/07, the date the Order was released. An update to IMA is required to comply with this Order.

2/20/08 Systems CMP Meeting Mark Coyne-Qwest stated that this CR was implemented on 2/6/08 and asked if there were any objections to closing the CR. There were no objections.

1/16/08 System CMP Meeting

Mark Coyne-Qwest stated that this CR was discussed in Attachment D and has a February 6th implementation date. Judy DeRosier-Qwest stated that this change will become effective on 2/3/08 instead of 2/6/08. She said that the LSOG documentation publishes after 2/1/08.

Mark Coyne-Qwest stated that a clarification call was held on December 18, 2007 and that this CR is in Development with a targeted implementation of 2/3/08. He said that we want to formally present this CR today. SCR120707-01EX Exception request to CMP processes and timelines associated with proposed Regulatory SCR120507-01RG FCC LNP Order Changes December 18, 2007

Lynn Stecklein-Qwest stated that the purpose of this meeting is twofold. She said that we want to provide some general information on SCR120507-01RG titled FCC LNP order changes submitted by Qwest. The 2nd item is to conduct a vote on SCR120707-01EX submitted by Qwest that is requesting an exception to the CMP processes and timelines associated with FCC LNP order changes CR.

Joy McConnell-Couch-Qwest stated that Per FCC Order 07-188, LNP simple port validation is to be based on no more than four specific fields: (1) 10-digit telephone number; (2) customer account number; (3) 5-digit zip code; and (4) pass code (if applicable). Affected entities are ordered to comply with this change 90 days from 11/8/07, the date the Order was released. An update to IMA is required to comply with this Order.

Qwest stated that the OBF is currently defining specific requirements on the fields that will be required. Lynn Stecklein-Qwest stated that this Exception CR SCR0120707-1EX seeks an exception to the CMP Processes and timelines associated with the proposed Regulatory SCR120507-01RG (FCC LNP Order Changes). Qwest is seeking the following exceptions: • Receive any objections to designation of regulatory CR SCR120507-01RG by December 19, 2007. • If any objections to regulatory designation the vote will be conducted outside of the monthly CMP meeting. • Timeline to IMA release notifications will be shortened - For App-to-App - 30 day cycle, 7 days for formal comment, 7 days for response to comments and final notification prior to release. Note: GUI notification timeline will remain the same. • Shorten the 30 day SATE timeline to 8 days. • Allow code impacting changes to be included in the IMA 22.1 point release that were previously not disclosed in the IMA 22.0 release.

A vote of ‘Yes’ will indicate a preference to allow all exceptions to the CMP Processes and timelines associated with the proposed Regulatory SCR120507-01RG (FCC LNP Order Changes) to be granted. A vote of ‘No’ will indicate a preference to NOT allow all exceptions to the CMP Processes and timelines associated with the proposed Regulatory SCR120507-01RG (FCC LNP Order Changes) to be granted.

Section 2.1 states that incorporating a change into the Change Management Process requires unanimous agreement using the Voting Process, as described in Section 17.0 of the Change Management Document.

Quorum vote this vote is 6 and was achieved. Lynn stated that yes votes were received via e-mail from: Eschelon, Integra, Qwest Corporation, Velocity, McLeodUSA and Comcast.

Lynn asked if others on the bridge would like to cast their vote. Verizon Business and AT&T voted Yes and Covad Abstained.

Lynn stated that this request has been granted with 8 ‘Yes’ votes, 0 ‘No’ votes and 1 ’Abstain’ vote. She said that a vote disposition notice will be going out within 5 days.
