Synchronization Testing, also referred to as ‘router testing’, is a Qwest process for both provisioning and repair requests designed to verify data connectivity in the Qwest Central Office (CO). The synchronization test equipment is placed at the CO protector to ensure data communications between the CLEC Digital Subscriber Line Access Multiplexer (DSLAM) and the test equipment. This means that the synchronization test checks for physical layer continuity between the protector and the DSLAM. Synchronization Testing will be performed as a part of the standard provisioning and repair processes for Line Sharing/Shared Loop, Commercial Line Sharing, Line Splitting and Loop Splitting requests in COs where this capability has been requested. This test will be performed in lieu of the electrical continuity test performed on the data side of the circuit. The electrical continuity test will still be performed if the Synchronization Test is not requested.
Synchronization Testing is only available in those COs where Qwest Digital Subscriber Line (DSL™) service is provided.
To ensure Synchronization Testing of CLEC Line Sharing/Shared Loop, Commercial Line Sharing, Line Splitting and Loop Splitting requests can begin immediately upon deployment of Qwest DSL services in additional COs, the CLEC must provide Qwest the appropriate Collocation forms (referenced below).
The request for Synchronization Testing should be indicated on the Collocation Application Form. Upon request of Collocation, depending on the type of collocation requested, the CLEC would complete the appropriate Collocation Application Form (“New, Change, or Augment request”, Adjacent Collocation or Facility Connected Collocation). To request Synchronization Testing, the Synchronization Requirements section and the Technology field on the appropriate collocation form must be completed. Specific test information must also be provided (i.e., DMT-T1.413, DMT-G.LITE, DMT-G.DMT, CAP, Rate Limiting or Auto Synch settings.)
An APOT form will be provided to the CLEC after the Collocation is installed with a new Technology section containing the information originally provided on the application form.
Synchronization Testing is available and performed only for Line Sharing/Shared Loop, Commercial Line Sharing, Line Splitting and Loop Splitting provisioning and repair requests.
For Data Synchronization Check on Line Sharing/Shared Loop, Commercial Line Sharing and Line Splitting Orders:
On all Line Sharing/Shared Loop, Commercial Line Sharing and Line Splitting requests where Synchronization Testing capability exists and has been requested, Qwest will test for Data Synchronization on the due date. If the Synchronization Test fails Qwest will notify you via a jeopardy notification. Qwest will place an S1 jeopardy on the order and you will need to submit a supplement to your service request requesting a new standard interval due date. If you receive an S1 jeopardy notification and have concerns, you may initiate the Escalation process. General escalation activities are described in the Expedites and Escalations Overview If a test assist or joint meet is requested, Qwest escalations will need a time and date that is a minimum of 4 hours from the time of the request and within normal business hours. Use of the Escalation process may still require a supplement to your service request with a new standard interval due date dependent upon the results of the escalation.
For Data Synchronization Check on Loop Splitting Orders:
On all Loop Splitting requests where Synchronization Testing capability exists and has been requested, Qwest verifies data connectivity at the CO protector 48 hours after Qwest's application date. If the Synchronization Test fails Qwest will notify you via a PTA email notification one day after Designed Verified and Assigned (DVA). Qwest will retest for Data Synchronization on the due date. If Data Synchronization is still not present, Qwest will place a C01 jeopardy on the order and you will need to submit a supplement to your service request requesting a new standard interval due date. In order to receive a failed Data Synchronization notification, you must provide one permanent email address.To provide your PTA email address for Failed Synchronization Test notification, contact your Qwest Service Manager. It is necessary to notify your Qwest Service Manager with any email address changes.
