Summary:

Qwest in partnership with Intrado, announces the deployment of Next Generation 9-1-1 (NG9-1-1) services in the State of Washington (WA).  This new service, with its associated network, will provide IP connectivity to all Public Safety Answering Points (PSAPs) within the State of Washington for the delivery of all 9-1-1 calls. NG9-1-1will be replacing the Qwest legacy E9-1-1 Selective Routers (SRs).  To ensure delivery of its 9-1-1 calls, all service providers will be required to route all of their 9-1-1 emergency calls to Legacy Network Gateway (LNG) sites as listed below.  The LNG is the interface to the Qwest NG9-1-1 network.  Future requests for access to the WA PSAPs will also need to adhere to this new architecture as detailed in this disclosure.

Carriers should provision new facilities to each of the Qwest Next Generation Aggregation Points (NGAP) for each LATA as indicated below and diversify their trunks over both facilities and LNGs.  Qwest will aggregate the trunks onto facilities to the LNGs.  Carriers are also asked to convert all trunks to SS7 signaling.

The process for ordering facilities or trunks will not change, carriers must still contact Qwest.  As part of the trunk order process LNG CLLI, point code assignments and primary/alternate LNG traffic routing will be provided to each carrier.

Implementation Date: Issue 2;Move to October 1, 2012 service providers should plan to move their traffic to the new network between the implementation date and December 6, 2013. Please contact your Qwest Service manager with questions and to schedule implementation. New trunk groups and new service providers should establish trunking to the NGAPs/LNGs as described above after February 1, 2012. Augments to existing trunk groups will continue to be terminated on the legacy Selective Routers until after the implementation date when new trunk groups should be established via the NGAP/LNG configurations above.
