Standardization of PBX PRI Trunk Group Options for 9-1-1 calls

Summary:

Action required: Customers using PBX PRI trunks to deliver 9-1-1 calls will experience miss-directed calls and location information will not be available. This could impact the delivery of emergency services.

Qwest announces the standardization of PBX (ISDN) PRI trunk group options where a DMS100 switch is the serving Central Office (CO). The incoming PRI trunk group at the DMS100 switch will route 9-1-1 calls based on Calling Party Number (CPN) versus Billing Directory Number (BLDN) to the correct Public Safety Answering Point (PSAP). The CPN forwarded to the PSAP, as Automatic Number Identification (ANI), will be used to query the Automatic Location Identification (ALI) data base where Private Switch/Automatic Location Identification (PS/ALI) is provisioned. PS/ALI service updates the ALI data base with location information for the CPN. When PS/ALI is not provisioned 9-1-1 calls MUST be routed via another source such as a 1FB type service. When 9-1-1 calls are routed to the CO over a PRI trunk group using the CPN, and PS/ALI is not provisioned, the call may-be routed to the default PSAP assigned to that trunk group. The call may not be delivered to the correct PSAP. When the PSAP queries the ALI data base, a No Record Found (NRF) response is returned to the PSAP which may cause a delay in the dispatch of appropriate services or no dispatch if the person is unable to respond verbally.

Location and Timing of Deployment:

This standardization will take place in all Qwest DMS100 switches in the 14-state Qwest territory, on February 8, 2008.
