Summary:
Qwest offers Multi-LATA Signaling Access to provide wholesale signaling customers with multi-LATA signaling from a single LSTP pair in certain areas. Multi-LATA Signaling Access will be offered from specified Qwest STP pairs to allow for InterLATA / IntraLATA signaling. Qwest initiated Joint Planning for Multi-LATA Signaling Access with qualified Wholesale signaling customers in February 2004.
Qwest wholesale signaling customers will be required to connect to the specified Multi-LATA Signaling Access STP pairs in order to receive MultiLATA signaling from Qwest. Qwest is decommissioning STP pairs, therefore, Qwest wholesale signaling customers that have a point code active in the Qwest signaling network in multiple LATAs within the consolidating area must rehome their traffic to the MultiLATA STPs. Point code conflicts between signaling vendors will be addressed with the owner of the point code.
Facility Signaling Point(s) of Interconnection (FSPOIs) will be available at the decommissioning STP locations. These FSPOIs will only offer access to a single LATA and will only provide diverse routes to the MultiLATA STP pair. Customers who desire a greater level of diversity must connect at the MultiLATA STP pair. Customers connecting to FSPOI(s) must install new links to the FSPOI(s), cutover to the point code of the MultiLATA STP pair that the FSPOI(s) are connected to, and then disconnect the old links.
The rehome window will begin with the Multi-LATA availability date. All customers must rehome to the MultiLATA STPs or the FSPOIs by the final rehome date, including disconnecting existing links.

The list of locations can be found in Attachment 1.
Interface Requirements:
CCS-SS7 interface requirements will not change; the only change may be in the Qwest STP pair that the customer interconnects with.
