Qwest plans to deploy a TIA/EIA/IS-J-STD-036 compliant E2 interface between the ALI and J-STD-036 compliant Mobile Positioning Centers (MPCs) or Geographical Mobile Location Center (GMLCs) in the following states: Arizona, Colorado, Idaho, Iowa, Minnesota, Montana, Nebraska, New Mexico, North Dakota, Oregon, South Dakota, Utah, Washington, Wyoming. The E2 interface allows the ALI to "pull" a wireless caller's location information from an MPC for delivery to the PSAP upon a query to the ALI. By enabling the PSAP, via ALI, to do a "pull" of the caller's location, mid-call location updates become possible allowing the PSAP to dynamically update the wireless caller's location information. If the information is not available from the PDE in time to deliver to the PSAP, the ALI database will pass a message to inform the PSAP.
The architecture and signaling of the trunking between the MPC and the E2 interface, will be at the discretion of the wireless carriers as long as it is within the operating parameters of the E2 interface as deployed by Qwest. The trunking between a wireless carrier's Mobile Switching Center (MSC) and the 911 Selective Router must be capable of delivery P-ANI regardless of the type of signaling being used.
