Shirley Bloomfield is Qwest senior vice president of Federal Relations and is based in Washington, D.C. She leads the office that advances all of Qwest’s federal public policy and regulatory issues, especially those considered by Congress and the Federal Communications Commission (FCC).

Prior to joining Qwest in 2007, Ms. Bloomfield was vice president of Government Affairs and Association Services at the National Telecommunications Cooperative Association (NTCA) in Arlington, Va., which comprises nearly 600 community-based telecommunications providers throughout the nation. At NTCA, she represented the public policy concerns of its members before Congress, federal agencies and industry forums.

Previously, she was press aide for the Budget Committee in the U.S. House of Representatives. Ms. Bloomfield began her legislative career as an aide to Congressman Dave Obey of Wisconsin.

She earned a Bachelor of Arts degree in economics from Northwestern University in Evanston, Ill., and a Master of Public Administration degree from American University in Washington, D.C.

Ms. Bloomfield is active in numerous industry and nonprofit organizations, including Women in Cable and Telecommunications, the American League of Lobbyists, the National Association of Female Executives and the Arlington Street People’s Assistance Network (A-SPAN). She currently serves as president of the Yorktown High School Boosters.

Ms. Bloomfield resides in Arlington with her husband and two daughters.
